Sampled Universe
West sample: multi-stage stratified random sample of employed (without trainees, those liable for military service, those performing community service in lieu of the military and without family members). Foreigners were included in the sample to the extent that they speak German well. East sample: persons with German citizenship in the new states incl. East-Berlin, who were employed, reported as unemployed at the time as well as participating in a further education or retraining measure. Here the the above-mentioned persons were also excluded from an interview. In addition there are also persons who before their current unemployment or retraining had never been employed in a steady position.

    Qualification, description of activity and career course. Topics:1. Current or last employment: average time worked each week;occupational activity; economic area; area of business; company size;occupational position; since when self-employed; judgement on theeconomic situation of the company; limited or unlimited terms ofemployment; ABM position {job creation measure}; ABM activity ascontinuation of previous work; duration of company employment; fear oflay-off; perceived difficulties to find a new position. 2. Special qualification characteristics: characterization ofactivities conducted at work; most important activity at work; activityas full-time trainer; personally training apprentices; proportion ofworking hours for training others; formal entitlement to train;superior activity; assessment whether one´s own activity could as wellbe performed by a man or a woman or by less skilled; school or companyfurther education as most important sources of knowledge for thecurrent activity; characterization of special areas of knowledge forthe current activity; areas of knowledge in which knowledge throughfurther education would be necessary. 3. Materials for work: detailed determination of the materials forwork used by the respondent in the activity, thus e.g. means oftransport, vehicles, tools, machines, hand-controlled or automaticmachines, production facilities, office equipment, computers, precisionengineering as well as optical equipment, instruments for medical andchemical processes; identification of the most important materials forwork; work with program-controlled materials for work. 4. Working conditions and satisfaction: stressful working conditions;most important social and psychological job demands; general worksatisfaction; satisfaction with the individual factors of the job suchas income, prospect of promotion, atmosphere at work, surroundings, jobstress and further education possibilities. 5. Unemployment: unemployment in the last two years; entire durationof unemployment. 6. School and vocational training: school degree; year of schooldegree; conclusion of apprenticeship or partial training as skilledworker; apprenticeship discontinued; training occupation; type ofacquisition of conclusion of apprenticeship; length of apprenticeship;use of knowledge from the apprenticeship in the current activity; areaof business of the company doing the training; size of the companydoing the training; remaining with company doing the training afterconclusion of apprenticeship; job appropriate to training; length ofremaining in company after conclusion of apprenticeship; description ofthe transfer and the situation between apprenticeship and lasting job;master or technician examination; school degrees and year of lastdegree; subject area and job title. 7. Course of employment: year of first regular employment; number ofemployers up to now; interruption of employment for more than sixmonths; duration and reason for interruption of employment;participation in special qualification measures and further educationcourses before return to occupation. 8. Occupational further education: participation in courses andseminars in the last 5 years as well as currently; type and area of thecourse (distance education, outside work or within the company);acquisition of a certificate for the course; full-time or part-timecourse; duration of course; most important purposes of the course; useof other further education opportunities; information on knowledge offoreign languages; longer stay abroad. 9. Occupational mobility: change of occupation; change of company;becoming self-employed or remaining with the same employer after achange of occupation; motives for change of occupation; qualitativeimprovement in occupational situation through change of occupation;moves in the course of professional life. 10. Demography: size of household; living together with a partner;children in household and their ages; year of birth of respondent;country in which childhood was spent; German citizenship. The followingquestions were posed in the eastern part of the country: currentlylooking for work; search for work in the previous occupation;assessment of the occupational future; employment status; retrainingoccupation; desired occupation or compromise solution; retraining inthe company or in a training facility; participation exclusively infurther education or participation in normal work of the company;impact of short time work; short time work zero; date of leaving thelast position; type of last position; having a firm position beforestart of unemployment; date of leaving this position.

Survey unit: adults### The roughly 34000 respondents are distributed as follows among the survey institutes: Infratest, Munich roughly 12000 respondents in West Germany (incl. roughly 2000 foreigners) MARPLAN, Offenbach roughly 12000 respondents in West Germany (without foreigners) Infratest Burke, Berlin 5000 respondents in East Germany EMMAG, Berlin 5000 respondents in East Germany In the eastern part of the country and in the western part of Germany largely comparable questionnaires were used. The eastern version differed in containing additional questions for unemployed and persons in further education or retraining. The study is part of a series with two further studies by the BIBB/IAB. These are archived under ZA Study Nos. 1243 and 1790.
