Sampling Procedure Comment: Census of the respondents of ZA Study No. 0923. The sample of persons took place in two stages: 1. sample of organizations and institutions relevant to security policy (such as parties, trade unions, industry, media, military forces, military associations and science) as access to potential security policy actors. 2. sample of elites according to the position procedure.

The current data set contains the data of the second wave of a panel survey. The first survey is stored under ZA Study No. 0923. There is also a complete data set for the 257 panel cases. Following the so-called Delphi method after the 1. survey the entire results of the first wave were made available to the respondents.
