    Content analysis of cases of objection to infringements of law (fines procedure). Topics: 1. General information: government office maintaining the file; year; state; type and extent of file; encoder; assumed areas of offense; short description of occurrence of action; assumed area of culprit. 2. Information on discovery context: government office with first awareness of offense; personal impact on person reporting as immediate victim; personal relation with culprit; person reporting; public sensation and media reporting. 3. Information on investigation activity: government offices participating; government office with greatest contribution to investigation; lawyer participation during investigation procedure on the part of the accused or the person reporting or informants; presence of a police crime statistics reporting slip in the file. 4. Information on action: presence of permission for the action under administrative law; information on damage done; seriousness of offense; scene of the crime; legal paragraphs involved; duration of offense. 5. Information on duration of procedure: internal identification of various procedure data; duration between action and start of investigation; length of investigation of the government office for fines, the court procedings or the procedure altogether. 6. Information on culprit: familiarity of culprit; number of culprits; previous convictions of culprit; presence of an excerpt from the criminal records in the file; evaluation of action as intent or negligence; type of participation in action. 7. In the framework of the research project environmental crimes were also surveyed with a largely identical instrument. This data set is archived under ZA Study No. 1444. The survey of files took place between September 1984 and June 1985.
