  • Abstract

    This Eurobarometer survey contains selected standard Eurobarometer measures concerning key topical issues including the euro, European Union (EU) enlargement, foreign policy, national internal policies, and the role of the United States in world affairs. The surveys also collected information regarding computer and Internet usage, including training, type of equipment, locations of use, frequency and duration of use, and about information and services respondents would like to find on the Internet. A major focus of the surveys was concern about issues of immigration and the right of asylum with questions pertaining to unemployment, social inequality, urban violence, terrorism, war, and various types of crime such as illegal immigration, smuggling, and illegal trafficking of drugs and human beings. Topics: Respondents were also asked about the importance and desirability of certain measures associated with addressing these issues as well as their level of agreement with selected statements regarding immigration, immigrants, asylum, asylum seekers, and citizen rights. Respondents were further questioned about the place of people belonging to racial, religious, and cultural minorities. Another focus of the surveys was the subject of EU agricultural policies with respondents being queried about competition, diversification, economic support, and benefits to consumers as well as farmers. Two additional areas of inquiry included rail services and consumer protection. The series of questions regarding rail services asked about frequency of train travel in the past 12 months, quality of rail services, handicap accessibility, ticket prices, schedule information, and complaints made in the past 12 months. Questions pertaining to consumer protection asked about aspects of the Single European Market, products or services bought or ordered from another EU country, advertising of products and services by other EU countries, and about the safety of products and services. Demography: Age, gender, nationality, marital status, left-right political self-placement, occupation, age at completion of education, type and size of locality, and household income.

Sampling
Sampling Procedure Comment: A multi-stage sampling design was used for this Eurobarometer. In the first stage, primary sampling units (PSU) were selected from each of the administrative regions in every country (i.e., Statistical Office of the European Community, EUROSTAT regions). PSU selection was systematic with probability proportional to population size, from sampling frames stratified by the degree of urbanization. In the next stage, a cluster of addresses was selected from each sampled PSU. Addresses were chosen systematically using standard random route procedures, beginning with an initial address selected at random. In each household, a respondent was selected, by a random procedure. Up to three recalls were made to obtain an interview with the selected respondent. No more than one interview was conducted in each household. Separate samples were drawn for Northern Ireland and East Germany.

The regular sample size (in the sense of completed interviews) is 1000 respondents per country, except the United Kingdom with separate samples for Great Britain (1000) and Northern Ireland (300), Luxembourg (600) and Germany with separate samples for the Eastern and the Western part (1000 each). Effective number of realised interviews in this round: France 1010, Belgium 1030, Netherlands 1001, Germany-West 1014, Germany-East 1024, Italy 1013, Luxembourg 600, Denmark 1000, Ireland 1004, Great Britain 1012, Northern Ireland 303, Greece 1001, Spain 1000, Portugal 1000, Finland 1022, Sweden 1000, Austria 1027. Comparable data on EU items and the special modules on "Information Technology" and on "Public Safety" (Q.8 to Q.13) are available in the context of Candidate Countries Eurobarometer 2003.3 (ZA Study No. 3984).
