    Attitudes towards the EU. Corruption. Civil justice. E-communications. Common Agricultural Policy (CAP). Environment. Topics: 1. Attitudes towards the EU: preference for more decision-making at the European level in selected policy areas; actions or policies to be prioritized by the European Union; self-rated knowledge about selected topics; policy areas respondent desires additional information on. 2. Corruption: attitude towards the following statements on corruption: is a major problem in the own country, existence in local institutions in the own country, existence in regional institutions in the own country, existence in national institutions in the own country, existence in European institutions, enough successful prosecutions in the own country; assessment of corruption in selected fields in the own country as a widespread problem; personally experienced corruption in the last twelve months in the own country; organized crime as main cause for corruption in the own country; responsible bodies to fight corruption. 3. Civil justice: own involvement in civil justice procedure in an EU member state other than the own country; difficulty to access civil justice in another EU member state; need for additional measures to support citizens in obtaining their rights; main concerns regarding civil justice procedures in other EU member states; preference for terms of contracts based on: national law of the state where the other party is based, harmonized European law, national law of respondent’s country; preference for uniform procedures across the EU for civil and commercial claims; attitude towards the application of civil court rulings in other member states without further formalities; main difficulties in enforcing rulings in other EU member states; importance of action on EU level with regard to the enforcement of rulings in other member states; usefulness of online services to access civil justice in other member states. 4. E-communications: number of the following device and services in the own household: TV, mobile phone subscriptions, mobile phone pre-paid arrangements, mobile phone giving access to advanced mobile data communications services, fixed telephone accesses, computers, internet accesses, Wi-fi modem or router; TV reception via: aerial, cable TV network (i.e. analogue), satellite TV via satellite dish, Digital Terrestrial Television (i.e. aerial plus decoder), telephone network plus modem; attitude towards the following statements on fixed telephone services: service operator provides clear bill, possibility to check usage in a simple way, possibility to block access to costly services, current landline tariff can easily be compared to other offers, awareness of price comparisons between operators by third parties; reasons for not having fixed telephone line; frequency of using public payphones; reasons for using public payphones; attitude towards the following statements on mobile phone services: stable connection, no connection problems, possibility to check consumption in a simple way, current mobile tariff can easily be compared to other offers, awareness of price comparisons between operators by third parties; type of internet access in the household: standard telephone line, ISDN, ADSL, cable TV network, mobile phone network, satellite network, power line; use of a PC for phone calls over the internet; attitude towards the following statements on internet connection: satisfaction with performance, provider can easily be contacted in case of problems, affordable cost of support, helpful support, current internet tariff can easily be compared to other offers, awareness of price comparisons between operators by third parties; reasons for not having broadband internet access; reasons for not having internet access at all; frequency of using: paper telephone directories, online telephone directories, directory inquiries; subscription to a bundle consisting of: TV channels, fixed line telephone, mobile phone, internet access; used telephone number in an event of emergency in the own country; knowledge of the European Union-wide emergency number 112. 5. Common Agricultural Policy (CAP): future importance of agriculture and rural areas in the EU; knowledge test on EU agricultural issues: rural areas cover around 90% of EU territory, approximately 3% of the population are farmers, EU exports more agricultural products than it imports; awareness of the support given to farmers by the EU through the Common Agricultural Policy (CAP); preferred main objectives of EU agriculture and rural development policy; assessment of selected EU activities in the context of the Common Agricultural Policy (CAP) as appropriate; approval of granting more funds for the development of rural areas and direct support of farmers; main responsibilities of farmers in society; attitude towards reducing payments to farmers not fulfilling the following standards: food safety standards, animal welfare standards, environmental standards; attitude towards the following statements on trade barriers to imports of agricultural products: refusal of trade barriers, trade barriers with exception of imports from developing countries, imports only under the precondition of compliance to EU standards; assessment of the amount of financial support from the EU budget for agriculture and rural development as appropriate; desired development of the proportion of the EU budget allocated to the CAP over the next ten years; desire for more information on: agricultural issues in general, Common Agricultural Policy (CAP); preferred fields of information; preferred sources of information on agriculture and the EU’s agricultural and rural development policy. 6. Environment: personal importance of environmental protection; associations with the term ´environment´; most important environmental issues; self-rated knowledge about environmental issues; issues where respondent lacks information most; main sources of information about the environment; most trustworthy institutions or persons regarding the provision of information about environmental issues; preferred evaluation criteria of national progress: mainly economic criteria, social, environmental, and economic criteria in equal parts, neither; extent of the influence of the following factors on the personal quality of life: state of environment, economic factors, social factors; assessment of policies aimed at protecting the environment as motivation to innovate or as obstacle for economic performance; preference for giving priority to environmental protection over competitiveness of the economy; willingness to pay more for environmentally friendly products; personal measures taken to protect the environment; prioritized measures for people in the own country to protect the environment in daily life; approval of selected statements: individual plays a role in protecting the environment in the own country, big polluters should be mainly responsible for environmental protection, environmental issues have a direct effect on daily life; preference for public authorities to purchase more environmentally friendly products even if they are more expensive or preference to purchase least expensive products regardless of environmental aspects; preference for decision making regarding the protection of the environment by the national government or jointly within the EU; most effective ways to tackle environmental problems; usefulness of setting up a European Union civil protection force to respond to natural disasters; attitude towards the following statements: European environmental legislation is necessary for protecting the environment in the own country, EU should assist non-EU countries to improve their environmental standards, EU should allocate more money to the protection of the environment; easiness to identify genuinely environmentally friendly products by current labels; attitude towards the use of genetically modified organisms (GMO). Demography: nationality; own a mobile phone and fixed (landline) phone; left-right self-placement; marital status; age at end of education; sex; age; occupation; professional position; type of community; household composition and household size; country of birth; parents’ country of birth; possession of durable goods (entertainment electronics, internet connection, possession of a car, a flat/a house have finished paying for or still paying for); internet use (at home, at work, at school). Additionally coded was: respondent ID; country; nation group; date of interview; time of the beginning of the interview; duration of the interview; number of persons present during the interview; respondent cooperation; size of locality; region; language of the interview (only in LU, BE, ES, FI, EE, LV, MT); interviewer ID; weighting factor.

Note
The module on E-COMMUNICATIONS (QD) replicates questions asked in the framework of Eurobarometer 64.4 (ZA4416) and 66.3 (ZA4528). For this part of the questionnaire where respondents are asked to answer for their household, the ´number of individuals in each household´ was introduced as additional weighting criterion (W31 to W58), and the representative samples of individuals aged 15 and more converted into household samples. For more details, see the technical specifications annexed to the basic bilingual questionnaire.
