  • Abstract

    The 2016 ASTHO Profile Survey is a survey conducted by the Association of State and Territorial Health Officials (ASTHO) to gather information on state, territorial, and freely associated state public health agencies (S/THAs) and their activities, structure, and resources. The survey aims to define the scope of state and territorial public health services, identify variations in practice among public health agencies, and contribute to the development of best practices in governmental public health. The 129-question instrument was disseminated electronically in April 2016 and completed by senior deputies at each S/THA. The survey closed in September 2016; the response rate was 98 percent among the 50 states and D.C., and 97 percent among all states, territories, and freely associated states.

    The project aims to define the scope of state and territorial public health services, identify variations in practice among state and territorial public health agencies, and contribute to the development of best practices in governmental public health.
  • Methods

    A link to the web-based survey was sent to the senior deputies from the 50 states, D.C., and eight territories and freely associated states. Along with general instructions, senior deputies received recommendations on which staff and departments should complete each section of the survey. ASTHO held webinars prior to survey launch and midway through the survey administration period for questions and answers. ASTHO also held individual phone calls with leadership from each of the territories and freely associated states. ASTHO's Survey Research team conducted follow up to verify responses. Identified response errors were corrected in collaboration with the agencies, unless there was no response to follow up efforts. In that case, the Survey Research team used its expertise to determine whether or not to retain the data.

    Variables in all 3 datasets include organizational structure and responsibilities; staffing and salaries; collaborations and research; planning, accreditation, and quality improvement; and electronic data collection and exchange. Financial details are only available for the States, and only under a restricted use agreement.
  • Methods

    ICPSR data undergo a confidentiality review and are altered when necessary to limit the risk of disclosure. ICPSR also routinely creates ready-to-go data files along with setups in the major statistical software formats as well as standard codebooks to accompany the data.
