In 1994 a survey was conducted with an oral and a written part. The questionnaires of the written survey were distributed representatively by the interviewers of BASIS Research. They were returned directly to BASIS Research. 4114 persons took part in the oral survey, 1351 in the written survey. Initially the oral survey of 1994 served as master sample for the panel survey. In order to obtain as many case as possible for 1998 the Panel then was augmented from the written survey (according to a quota). The survey procedure in 1998 was face to face, additional there were telephone interviews (pre-election studies: 62 telephone interviews in the entire survey area, post-election studies: 28 telephone interviews in Western Germany). The sample of the panels is comprised of two sources: on the one hand the oral cross-section survey 1994, on the other a parallel written survey from 1994 with identical questionnaire. The latter survey served in 1998 to augment the panel according to quota (criteria: age, sex, state). In addition the written survey 1994 was conducted as a methods experiment to compare results of oral and written surveys. The study is part of a survey series archived under ZA Study Numbers 3064, 3067 and 3861.
